Turn Signal & Windshield Washer Q

I am thinking about buying a friend's 98 F-150 Supercab, and it has one annoying quirk: sometimes the windshield washer feature only works when the turn signal is engaged. Obviously (?) this is a problem with the multi-function switch on the steering column. Ford wants a princely sum to fix it (of course), and I was wondering how much it would cost to do the fix myself, and how easy it is to access the switch in question.

It should involve only removing the upper and lower column covers and tilt lever to axcess the 2 screws and wiring harness for the MFS.
