fuse block location for trailer harness

I had this same problem with my 97 F150 trailer harness.

There is a small fuse block located under the hood, on the drivers side. If you stand by the driver side fender, look down at the main fuse block, to the right of that attached to the inner fender well, there is a 6 position mini fuse block. It is taped closed.
I found the main fuse for these options was blown there.
You will need to buy some mini fuses for this.

Hope this helps.
