Clicking on brake controller

I have this old Valley brake controller on my truck that makes a random clicking noise (at random times even when the vehicle is off).

Using a voltmeter, the power showed 12V, and the brake pedal feed showed 12V. But the Bl wire to brakes gave 5 to 6 volts constant. The manual level the same. It seems to send 1.8V to the brakes without brakes applied. The led doesn't seem to light up either.

Should I just throw this thing away and get another?

Here's a pic:

In short, the answer is yes.

However, before you do, be sure that your red wire(brake switch feed) is tied into the correct wire on brake switch harness.

yeah. I think I know what happened. I bought the truck, and I wanted to get the reeking smoke smell out of it. I borrowed a ozone blaster from a friend and ran it in the truck. I wasn't told till afterward that ozone damages electronics. (because it worked before). So, for anyone planning use this don't brake all your electronics.
