No cruise/horn

I have a 2002 Screw that had both airbags deployed. The cruise and horn don't work. I thought it would be the clock spring but it passes the continuity test. i have replaced the airbags but not pluggec them in as I haven't gotten the module or seatbelts yet, could the module be the problem? I had the cruise recall done last week and there isn't any fluid on the switch on the master cylinder. none of the fuses or relays in the manual marked for horn or cruise are bad. Is there something I'm missing here? THX

Where did you test the clock spring from / to ?

It could be the wiring to the clock spring that is damaged.

The other thing to check, does the horn work if you jumper the horn relay ( pull the relay and jumper the normally open contacts in the relay socket ) ?
- Could be a blown fuse or damaged horn from the accident.

did you test the fuse for the Horn to the horn relay ?

The CC, did you check the fuses for the CC ?
Did you try removing the recall jumper and jumpering the connector towards the truck to see if there is a blown fuse in the recall harness ?
