There is no code for "bad pigtail", and the EEC case ground is the black wire at pin 20 in the EEC connector. Follow it if you want to find the ground point. It's probably a green screw near the L hood hinge.
I know your truck is OBD-I, as are those in that thread.
It doesn't matter how long the truck sat - I've let my Bronco sit for 2 years, and I've repaired 2 trucks that sat in the woods for 6 years each.
