Does it have cruise buttons on the horn pad?

Then it's a tilt column. Gently rock the wheel up & down while pushing the blinker stalk forward.

The actuators are broken, and they're PITAs to change. Call around to the locksmiths & used car lots for a steering column specialist who'll do the job for ~$100. Or call the junkyards for a whole used column for ~$80, but it might go out soon. Either one will be less hassle than changing the actuators yourself.

your absoulty right it was a PITA! I attemted to put the new acutator in for 2 days & finally i went to the junkyard & got a whole new column took about 40 min to put the new one in! wish i would've done that in the first place!
