After further investigation it was the accessory delay relay which made the click inside the truck. Now I am off to fix the guys notorious disappearing odometer but at least that should be just some cold solder joints which is a lot easier then tracking down this last problem.

My friend appreciated your input into this last problem as it saved him alot of $$$$.

 

99 f150 5.4 4x4 No crank with key. Can start by jumping relay and keeps blowing fuse 21 inside the cab
