Fuse Blows When Put in Drive

I have a 98 F150 4x4. When the truck is running in Park, the fuse is good. When I put it in drive the fuse (Relay location 29, 5amp fuse) blows leaving the instrument cluster dead. Any ideas on what can cause this?

When you say Relay location 29, so you mean fuse position #29 ?

Also which fuse panel ?

Yes fuse position #29 drivers side under dash. Replaced fuse and let run in park for 15 minutes with no problems. Soon as i put it in drive, fuse blows.

Fuse #29 is the fuse for the OD switch ( and I think a few other things ).

The wires at the base of the gear shift lever are chaffed and you need to check them and tape the ends.

This should take care of the issue.
