By the light on the dash, you mean the 4x4 ( and Low Range ) indicators on the cluster ?

Which pins did you check on the switch for power?
Think the only ones that should have 12 V are the illumination ones, when the parking lamps or headlamps are on.
The other 2 are for a resistance value from the switch to the GEM, which would have a lower voltage on them. This would be checking Dark blue to Dark Blue.

Not sure what you mean by "replaced the motor going into the transfer case" ?
Is this the shift motor in the transfer case that you are talking about ?

Did you check all 3 fuses for power on both sides ?

JMC usually posts this as the start of the diagnoses process:
Lift and support the front of the truck so the front wheels are off the ground.
Key on, engage 4x4 and try to turn the front drive shaft.
If it turns it is a problem with the transfer case.
If it doesn't it is a front axle engagement problem.
If you do this, what are the results ? Need to know which way to look.

Here is a thread where the vac solenoids were the problem ( not sure what his result would have been on the initial test, guessing it would not turn by his solution ) :

Here is another thread, where the member cut a wire accidentally for the transfer case shift motor ( would have been diagnosed quick with JMC's test where to go ) :
