Does your CHMSL work ?

Did you do any mods ( LED tail lamps ) ?

That is the problem.
Known problem with the LED CHMSL.
Either you need the load resistor, or go back to the factory one.

Don't recall if the CHMSL as a LED with standard bulbs did the trick, I would think so.
I have a cap installed, and it is a LED CHMSL, and I have standard bulbs in the tail lamp housings, and my CC works. Never metered it, to see if there is a load resistor by the manufacture or not.

Try replacing the Stop/Tun/Tail bulbs back to incandescent bulbs, and test the CC.
