My 99 F150 XLT power locks are not working at all at either switch. There is 12v at the switch and contunity through the contacts of the switch's, there is a sound in the door as if the solinoid is being energized but minimal movement may be a 1/4 inch or less. not sure what else to try please help...

 

Sounds like the power lock actuators are the problem.
