ALL Power Windows and 3rd Row Vents wont work - Expedition
I have a 99 Exp EB 5.4 V8. All four power windows won't go down, and the windows for the 3rd row that you open from the roof (next to garage door opener holder) will not open either. I pulled all the relays and fuses and still no solution. The relay under the dash where I normally here the "clicking" sound for one touch will not "click" either even with a NEW relay installed. I checked the fuses under the hood and dash. Nothing.
Note: All window buttons still light up, but none of the window buttons work on all 4 doors.
All the windows worked this morning, and tonight nothing. I would assume all 6 motors didn't blow at the same time. Its something electrical Any thoughts?

Can you please specify which fuses you checked, and how ?
The statement of " pulled all the relays and fuses and still no solution" is not very helpful
Too many times symptoms are posted with the "I checked all fuses..." statement and it the culprit is that the fuses checked were in the wrong fuse panel, or the fuses were not really checked, just pulled, looked at, and put back in.
Never understood why someone would check the fuse for the HVAC blower when the windows are the problem.

The power window/acc/one touch relays. I took good fuses and swaped them into the suspect ones and nothing. Is there a specific fuse you think I should check outside of the typical ones?

It will be hard to advise you where to look for your problem, but here is one quick check. With all of your windows partially operative in the downward direction I would check first at the DS Window Switch Panel on your door. What you are looking for is the Chassis Ground connections through your window switch. At this time in the game your truck is at least 10 years old, and many of the wires are stiff lacking suppleness which creates excessive torques onto the switch's connectors. I would bet that as a minimum the ground connection, and wire (black) have a problem. This could be caused by the switch (internally) requiring a replacement of that switch, or that the plug/jack on the switch has an intermittent or loose connection. You can at this time eliminate the GEM from this part of your problem; because it doesn't control all of those circuits.
Remove the DS Window Switch panel and check for all wires into and out of the two plugs at it's base. Turn your key switch to the "ACC" position and then using each window's switch modulate each switch while flexing the wire cables attached to the bottom of the switch. Be particularly attentive to a "Tan" and a "White" wire located into the lower cable plug. The "Tan" or brown wire is the circuit associated with raising the windows, and the white is associated with lowering each window. I'll bet that resolving the grounding issue within that switch will also resolve the issue with the back panel windows. (I don't have that option in my Ex.) You can most likely stop checking on the fuses; since you say that you have limited motion in most windows. A blown fuse will stop all motion totally. Try this first since it may just resolve your problem first.
This is a good PM check for any truck here with 4 Power Window setups that is experiencing similar problems.
