It might be able to do the other parameters for the cluster swap, I never looked to see if it would clear the PCM ID in the cluster.

Another option is Motorcraft's Ford Module Programming (FMP) software. It's about $60 per month subscription, or something like $17 for a 72-hour subscription. Plus you need a J2534 passthrough device, which can be had for ~$350 from Drew Tech. With that combo, you can do the PATS relearn (lost all keys) like dealers.

FMP also does module (PCM, ICM, VSM, etc..) reprogramming. Except for tire size and gears on the PCM, there's really no other module adjustable parameters that can be set on other modules. But you can do a swap on a dead module and get the replacement reprogrammed by the "as-built" VIN information.

I've done both of the above tasks (PATS relearn, instrument cluster) on my own 2007. FMP was very helpful in programming a XLT cluster (w/tach) to work where I only had a XL (no tach) before.

And to save a bunch a follow-up questions: NO the FMP program will NOT change the mileage on an instrument cluster.
