If the CB has a PA setting (most of the better models do), then all you need is a speaker. I use the finest plastic one Radio Shack sells, and it works great.

but if you want to get one cheaper, wal-mart has a smaller CB-19 system (still has PA) for $35. and the radioshack speaker is $50 (mine is a 50-100W)
