Never heard of a big black fuse that buzzes. Sounds like a relay and it's stuck. What number is it in the panel? Did you try replacing it?

Would also help if you post year/model of your truck or add it to your profile.

Sorry, need to clarify, this is a 2005, what trim level, and is the HVAC an automatic or manual system ? The trim level, and if a EATC or EMTC system is more important than engine size.

There are 2 problems listed:
1. The heated seats don't work
2. The HVAC system is froze in one position ( is it a dual climate control system ? Can't recall Ford offering that in the F-150, it is a single system )

I would guess it to be a Lariat or FX-4 Lux ( don't think they had that until 2006 / 2007 ) by the leather seat info.

Aside from what you think is a buzzing relay, what else did you check ( ie the fuses for the heated seats ) ?

unplug your battery for a hour or so and let everything reset.

Still ot sure what is going on ( didn't answer the questions ).

Considering everything is centered around the panel, I would suggest taking off the center dash panel, and re-seating the connectors behind it.
