Why do you think you need a new cluster ?
The PATS key code is stored in the HEC, which is part of the Cluster.
If you are sure, that is OK. Once you get the new HEC or Cluster, you will need to have the millage programmed into it ( Ford dealers here in the States can;t do this, it is a send out item ) and then after the millage is entered, and the as built data, you would then need the Keys programmed into the HEC by either a WDS or NGS or NGS PATS programmer.
If the truck is not starting, it could be a few things
1. fuel pump ( test for pressure at the rail )
2. Fuel pump relay ( same, test for pressure at the rail )
3. bad PATS interface around the ign
Those are the quick things off the top of my head, for crank no start ( which sound similar to a PATS key not programmed ).

From the information gathered the instrument cluster was sent off for repair and apparently there is a processor faulty in the ecu unit hence no communication to vehicle, this part is unavailble in the U.K Went to U.S for advise and was told that no parts are available for instrument cluster hence it requires new one
