electrical short-no brake lights or turn signals

I have no brake lights or turn signals. I blew a fuse, and haven't been able to replace it. Everytime I go and put the fuse in the slot it immeadiately blows. Both taillights work in the back, so I don't think it could be the wiring in the rear. I did notice the right turn signal light on the console was very dim before the fuse blew. Could I possibly have a short behind the instro panel? Maybe in the signal lever? When I try and put a fuse in the slot, as it blows I swear I hear a click from around the steering wheel, or myabe in the dash. Am I imagining things or is this possible?

First thing I think of when fuses blow is a short - I'd def. check that out and make sure no wires are loose / shorting out anywhere
