Pass side wiper misbehaving

Pass side wiper misbehaving

ok driver side wiper works like a charm, passenger side moves maybe 2 inches and slaps the cowl on the way back down. does this every time and never changes. just started out the the blue, im guesing some ice or snow got trapped in that area and maybe sheared some teeth off of something. ive never worked on wipers at all, so some tips would be great here. how do i even get to the wiper motor, it seems blocked by a bunch of stuff.

there is a 9/16" nut on the end of the wiper arm that is hidden under a black plastic piece. try tightening it. the splines here sometimes strip and the wiper doesn't move.
