gem module

My 4wd has not been working on my f 150. I took it to a mechanic and they said my gem module needs to be replaced and reprogrammed which is very expensive. Can this be done without taking it to the ford dealer? My truck is a 2000 f150. Thanks for any help!

The GEM has to be programmed at the time of installation by someone with a NGS scanner and a subscription to the Motorcraft website. Most shops just send it to the dealership and have them do it.
