Is this not an OBD code? Thas why I suggested he go get a diagnostics code, not the cluster info, this code is probalby bad.

dealer thinks its the instrument cluster - they've ordered a new one for $500.??

I have the same problem, did the instrument cluster fix the problem?

The instrument cluster did fix my problem. Also the new cluster had to be programed by Ford.

Speedometer

It is not the whole instrument cluster itself it is the soldering point in the back where your speedometer is connected they are cracked thus for causing an interrupted circuit ! Pull the cluster out and use a magnifying glass to look for a circular crack on the solder point then clean it up and resolder !
