does any body have a mod idea that will allow me to put turning siginal/running lights in my 97 scab mirriors

This is the company that did the OEM double chevron mirrors for Ford prior to the turn signal being installed in the glamor cap.

I installed these on my '01, the directions are pretty good.

You can download the directions before you buy, to see if you want to go to the trouble, I think your MY will have a bit more wiring then my '01 did.
