I have to say, I had tears in my eyes after reading that one. I don't know what is wrong with me this AM, but that struck me as very funny for some reason.

Not that it was not funny, but this is almost like laughing hysterically at someone making farting sounds with a cupped hand, and an armpit. Sort of feel like the poster child for who Carlos Mencia is referring to.

It's not designed to go to 100. It's all programed into the PCM's strategy.
According to MOD (Mitchel on Demand) Closed throttle (normal idle) is 17.4% and WOT (wide open throttle) is 96.6%. These numbers are + or - 3%.

Yes it is normal. Most sensors are most accurate between 20 and 80 percent of their range.

It doesn't mean anything with the engine not running.
Reason: The TPS operation is an 'auto' zero set operation the PCM does at every start up. This takes away any floating changes due to temp variation and some small amount of wear at the sensor over time.
A little known fact that has been incorporated since 1985 and is why they are meant to be nonadjustable.
