It's funny that he asked this because I too am trying to find out if my truck is prewired for fog lights. I didn't think so, but hoya34 said his was and his truck is 2WD...

2WD trucks can have fog lamps. That is not a 4x4 only option.

From what I have been through, I have found that regardless of the trim level, '99 and older MY did not include the complete wiring harness in the truck.
Some 2000 MY trucks also had this problem.

you would be looking for a connector in the shape of a 9140 bulb socket, with a pair of wires on it. Tan w/ orange stripe and black. The connector is oval shaped :

If you find the connector, you would need to test it with an Ohm meter from the Tan w/ Orange wire to the power dist box, fog lamp relay socket pin # 5. In 1998 MY trucks, this is where other members tell me it is not complete.

The fog lamp relay should still be a half ISO relay :

Next you would have to find a fog lamp enabled main headlamp switch for a 9 to 99, the '00 MY changes how the switch works, and would require a bit more modifications to make work.

The driver's side might be in a push pin harness holder where the DRL resistor would be at, pass side should be in the same harness as the horns.
