so i got a little electrical issue and its kickin my ****...
i have no tail/park lamps and no instrument lights. but ive checked every fuse under the dash and under the hood. they are all fine

have you tried replacing any fuses, i know you said you looked at them all, but sometimes you can have a really small break in the fuse that may still look good. Or swap one known good one for the one on the tail lamp circuit. Or use an Ohm meter and check resistance across the fuse
fuses CAN blow on the side where its not readily seen. i have seen many fuses blow where its hard to notice. such as a small or large glass buss fuse, have one of those blow down by the end under the cap? yeah thats not exactly the easiest to notice at quick glance.
get a voltage tester (12v lightbulb style works for me) and test each pin of the fuses.
next, move on to the back side of the fuse and check out the wires. i had a problem where a wire ripped in two after all these years from what reason i have no clue.
