Wiper issues

My '97 F-150 wipers don't work properly. They work fine on high and low and park fine on those settings. Intermitant wipers are messed up. The wipers move about 2" at the tip every time the GEM calls for a wipe. At the highest setting I get 2" every second or two. The wipers will not park properly. They stay on the window where I turn them off. I do have the Ford manual, and it pushes me to believe that the issue is a bad ground or a issue with the GEM module.

Has anyone had a similar issue and what was the cure?

Thank You.

I would say your wiper/turn signal aseembly is ****. A new one installs pretty easy if patient and should cure it. They run around 80 buck canadian, so maybe 60 american?
