My cruise control started to act funny and then quit, now the strange my horn stopped working... unless the key is off then it works great start the truck and again no horn.

 

I would take a guess and say clock spring, but that is a SWAG.

This seems a bit broader then your problem description, but maybe it has not gone on long enough, or it is really another problem.
