Outside temperature reading starts off low

Outside temperature reading starts off low

When I start the truck after work 5pm 95 degrees out - 9 time out of 10 the outside reading will show in the 70's and then take 10-15 minutes to slow move up to the actual outside air temperature.

Is this normal by any chance? Once in a while it does read correct fom the get-go!

Mine is just the opposite - it usually shows higher than actual temp until I start moving, then it adjusts. But it usually does not take 10-15 minutes.
