2001 Ford SCrew Horn Doesn't work

2001 Ford SCrew Horn Doesn't work

Relay under the hood clicks when horn is hit and I have tried another relay in place of. No power to the horns pulled the plug and cannot get any voltage reading. Every once in a while horn will blow really soft for just a second when I double lock off the keypad. Otherwise no sound when I hit the horn or hit the lock or panic button on the remote. What gives and is their another fuse I do not know about or something I am not trying. Super weird for the wire from the relay to the horn to be cold. any help would be appreciated.

Have you checked the ground to the horns? Have you checked the cruise control servo connector under the hood. make sure it is pluged in properly.

Thanks for the help

cruise control works fine, but from what i read on here I they are kinda interrelated. That servo is right in front of the fuse box if I am not mistaken? What about the ground wire to the horn any easy way to check that out. Thanks for the help.
