Recently my horn stopped working so I located the blown 20amp fuse and replaced it. Horns still do not work but I do hear the relay activating.
I did remove the horns and tried testing by placing the mounting bolt on the batteries negative post and running a jumper from the positive post to the where the horn's wire lead attaches. No sound.

Any suggestions?

Just seams strange both horns would go out at once.

It's possible that one horn died awhile ago without you noticing and the other has followed suit. I replaced the horns on my 1999 Expedition for that reason. Lotsa fun by the way; I did it from underneath. Lucky I have long arms.
