THIS IS WHAT I'M TOLD IT IS CALLED. I HAVE THE PART IN THE GARAGE. IT CONTROLS THE AIR BAG, HORN AND CRUISE CONTROL. NONE OF THESE WORK SO I AM TOLD THIS IS WHAT IS WRONG, ANYONE REPLACED ON OF THESE?

You must be talking about the part that connects those functions at the steering wheel. with the air bag I would not suggest trying to replace it without professional help. The air bag system is a little complicated and have heard that it can go off with a good shot of stray voltage ( cross up the wrong connection on disassembly or reassembly and pow) You might be able to find someone else here that can give you more specific advice.
