Brake lights and horn

All fuses are good, and getting power, horn relay is good, blinkers work and lights work but my horn and my brake lights do not work. Any ideas?

Are you sure all fuses are ok?

How about fuse #5 in the power distribution box?

My 1999 F150 manual says 20 amp Trailer Tow Backup/Park lamps but the Haynes manuals shows #5 supplys power to the Horn relay.

Fuse #13 in the passenger compartment?

My manual says 13 goes to the brake pressure switch.
