What is up with this Horn?
1997 4.6 XLT bone stock; 165,000 miles and this will be its first repair. When i started it today the horn started blaring and would not stop until i pulled the horn fuse. I was thinking clock spring so i immediately checked my cruise control and sure enough my cruise had suddenly quit (it was working 2 minutes before the horn problem. i dont have a blinking air bag light in the dash or any other symptom). The horn/cruise fuses are ok, and my brake lights work. I swapped out the horn relay for another relay, stuck in the 20 amp horn fuse and the horn started honking again. (it's a steady blare, not a beeping honk that comes from a car alarm). Any ideas as to what could be wrong (other than possibly clock spring?). If clock spring, how difficult would you guys say it is to replace? My main concern is messing with the air bags but i know i'd have to disconnect the battery and wait a few minutes before starting. Ideas are appreciated. Thanks.

Difficult to determine but it could just be the horns themselves. Have you tried unplugging the connectors to one of the horns? Try honking them one at a time and see what happens.

in my haynes manualit shows fuse #5(20A)feeding the horn relay. a dark blue wire then goes to th switch in the steering column when you push it you ground the relay. try to unplug the harness to isolate the fault in the steer column.
it also shows the lighter in the horn circuit. might want to check that. get a manual they come in handy for this type of thing
