I have the same problem on my '98. In fact, about once a month, the window gets stuck in the fully up position. I replaced the window regulator but it got stuck soon after the replacement. I did learn that there is a big coil spring (not cylindrical but like a pancake) that gets wound as the window goes down. This spring likely helps raise the window taking some of the load off the motor. I would imagine that this coil of steel is gets harder in the cold weather making the window go down slower. Just a thought.
