Foglights w/ parkinglight question

Foglights w/ parkinglight question

I recently added stock foglights to my '99 F150 using the stock add on wiring harness. I did the mod to my new switch that allows you to pull out the switch out with the parking lights on. I did not do the jumper the directions show at the switch. I thought that the jumper was for the fog lights to work with the high beams which isn't an issue for me. Do I have to install this jumper to get my fog lights to work with the parking lights or is there a problem somewhere else? As it turns out my foglights stay on when the high beams are on with out the jumper.

While waiting for a reply i went ahead and added the jumper. Everything works like it is suppose to now except the fog lights stay on with the high beams. A friend of mine that inspects vehicles said you can be failed for your inspection if your foglights stay on with the high beams. Something about too much candela power. I have never seen anyone check. Just a FYI.
