I have a 99 f150 5.4 with electric door locks and would like to know if there is a way to program the computer to be able to use a remote to unlock with the engine running. I couldnt find anything in the manual.

You would have to replace your Central Security Module with one from a 2003MY truck, this feature is not programmable. The other option is to install the keypad on the driver door - a mod which isn't too difficult.
