I've not received notification from Ford if this is a recall but...
It seems that the blinkers on my wife's '00 Expy EB will only work when the tilt steering is in top two positions. Like lots of other people, I like the tilt all the way down, but blinkers don't work when I do that. We bought the truck brand new with warranty and it began to do this about a year after purchase. I just dealt with it all this time and I remembered it this morning on a short drive out of town.
I'm assuming this is a short of some kind that happens when the column is moved with the tilt bar. Is there an easy way to get to this or is the steering column an item for a professional? And does anyone else have this problem?
I would rather not take it in as a warranty item because in our contract, it states that if we don't use the warranty after the period is up, then we get entire monetary value of the warranty back. And since this is something piddly, I didn't want to lose that.

Not a recall issue at all.
Here is what has happened.
There is a 7 pin and a 9 pin connector at the multi-function switch.
You have a wire(s) pulled out of your 9 pin connector.
To verify this just pull the switch out and examine the 9 pin connector at the 12 o'clock position on the switch,.
I would bet that you have at least one wire pulled out.
Only about a $15.00 part.
I will grab you a part number for the 9 pin connector,
cause I have replaced alot of them for the exact same concern.
I'll let you know tomorrow.

The switch is the turn signal switch .
You must remove the column shroud surrounding the steering column and then remove two torx screws. Remove the connectors VERY CAREFULLY!!! They will break very easily!!!
The part # for the 9 pin connector is E6DZ-14489-M.
remove the pins using a pick and insert wires into new connector.
TIP:
Remove and install ONE WIRE AT A TIME!!
so that you don't confuse yourself as to which slot it came out of.
Start on one side and work your way to the other. (best method I can think of).
