I have to be candid with you, I'm really not up to speed on the best specific changes to make on the pre-Powerstroke diesels of Ford to raise power. That's probably the older Navistar deisel engine.
In general, turbocharged diesels respond in similar fashion, delivering more fuel & more boost and letting the motor breath in and out better will all help to increase power. He can look at things like opening up the intake air tract & the exhaust from the turbo on back to help it breathe, both of which will help power. Depending on just how far he wants to go, things like a larger turbocharger, higher boost levels, possibly larger injectors, etc.
Unfortunately, I don't have the specific knowledge to be able to intelligently guide you on this application, as I don't know whose doing the best job in each specific area of modification in terms of which parts manufacturers, etc., so I can really only share a few obvious basics with you, which won't be much help I'm afraid.
Basically, it needs to *breathe*, so more fuel, more boost, free-flop intake & exhaust, etc. are the general types of things that should be done, but that's very basic, like I said, probably not much help.
What your friend might want to do is to spend some time looking thru the local phone book yellow pages to see who is doing diesel performance work in that area (or look in that state's capital city phone book yellow pages, etc., you get the idea), and then contact them to see if they can help with that '92 diesel specifically. Or, he can also drop by www.Ford-Diesel.com - they may well be able to help him over there with what specific thigns to do in the way of performance improvements for that pre-PSD Ford diesel.
