Just went through the same problem (March 2012). Seems the Ford Engineers designed the GEM to attach to the dash right under the windshield, and designed the windshield to leak--according to a bunch of posts I have read. And because there are about a gizillion GEM's out there--and it must be the correct one-(exactly), you have a problem. The current market on the item makes them pricy--(97 and 98 are the same in 2wd and 4wd but must match the equipment--power windows 6 cyl, along with the same options) Mine is a F75B-14B205-LB. Tough for an old geezer like me (69) to climb under the dash , but I pulled mine out and carefully inspected it and cleaned and lightly sanded all the contacts. I saw nothing wrong and no broken wires or loose connections. I put it back together and re-installed and everything works. Might be worth a try.
