I'm out here in California, are there any tuners or programers that are legal here?

The Edge, with canned tunes is 50-state legal. I don't know about the others for sure, but I think the Diablo programmers may be too.

I couldn't see why any tuners whould be illegal anywhere. And if you only need to pass inspection once a year you can just set the truck back to stock and put the custom tunes back on after it gets inspected.

It's not as easy as that. The tune has to be CARB certified, which means it had to be submitted to some Governmental agency in California and they had to accept it as being "OK". That process would be the case for all States to make it 50-state legal, although some States may not make it a big deal.

Setting the truck to stock would probably not work, since it would set the P1000 (drive cycle code), that is actually a bit tricky to get rid of. The P1000 code guarantees you are going to fail the emissions test. But, if the tune is set to something other than stock, the P1000 code is turned off by the tune. As we've said elsewhere, DO NOT set your truck to stock before taking it in for emissions testing!
