Post Reprogrammer Tech Inquiry

This of course is just a curiosity question. I do realize the question is completely "out there"

Would it be possible for a reprogrammer vendor to set /design a map or construct a whole new programmer to enable stock vehicle ECU's (on trucks especially) to mimic the active fuel management system similar to the new Chevrolet Camaro, in regards to the cylinder shut down under light load conditions and reactivation with heavy load or throttle?

I do understand GM's construction has an internal solenoid that allows this to work. But could it function purely electronically with the vehicles ECU being programmed.

RE:
GM's current Active Fuel Management technology uses a solenoid to deactivate the lifters on selected cylinders of a pushrod V-layout engine
