Programmer to control torque converter

Posting this question just out of pure curiousity: Can a programmer be used to make a regular T/C operate as a high-stall converter? What would be the pro's and con's if so?

Thanks for the response. Was just one of those random ideas that sometimes pops into the brain and didn't know the answer. Now I do.
