Back from the strip!!
You may get better than mid 16's. You have a few more mod's on your truck. It's a few years older than mine, so Im not familiar with the "stock" hp/trq for that year.
I have an 04 4.6 Screw, w/ 3.55 gears, and 1 size taller/wider tire from stock. and last year at the time I only had si/so 50 series flowmaster, and had removed the silencer out of the intake, and cut the air box open, and had a K&N drop in along with the SuperChips 1714 Canned Tune.
My avg times ranged 16.5-16.8 with my best being a 16.2 on a cooler night. All of them were on the 91+ High Performance Tune.
Im now in-line for a Custom X-Cal2 93 Performance Tune, and have since added a "real" CAI from K&N. Im growing impatient waiting on the tunes, as I want to head back to the track and see If I can get into the 15's.
Just thought about this... Your's being 4x4 will add some weight, so mid 16's might be right!

But I'm also loading it to 2000 rpm and dumping the brake. The 2wd runs were around 11.0-11.2, the 4wd makes the diff. Tire size and compound also have a part in it as well, I had 255/70-16's and 500 treadwear, which is a very hard compound on a horribly prepped track.

, even the new 3V 5.4L 2 weeks ago. A SC/SB 2003 5.4 was the fastest I have seen, it ran a 10.45 and he had intake, tuner, exhaust, and some other bolt-ons. And mine made 184/249 on the dyno minus the new edge, exhaust, tb and matched elbow, and good plug wires.

Motorcraft plugs and fuel filter, and then look around for COPs. I have the old style coil packs, so I don't look into the COP's, but a accel and some others have them I believe. If you are mechanically inclined, a good cleaning of the upper plenum/elbow and a MAF clean. If you want to do the elbow while its off, a dremel and a couple hours can really make it nice, and help the performance.

Oh yea it is possible, the *fastest bolt* on F-150 I saw at a track in the lower part of NC, was a '03 SC/SB 5.4 4X2, he was running 10.0's, it was in the 80's with about 70% humidity. Where I'm at is about 2000ft above sea level and none of the trucks run worth a d**n around there.
