I used.....
I used my 1715 on both my 98 F-150 & 98 Expedition. You can only download he programming into "ONE" vehicle at a time. If they didn't do this they'd lose allot of money. Bascially here is what I did. I programmed my 98 F-150. I ran the F-150 with the programming 90% of the time. If we were going to take the expedition out of town, I'd reload the stock programming into the F-150 allowing me to use the 1715 to program the Expedition. I have a 100% working 1715 for sale. I'll have to post it in the classifieds.

What Rich said is exactly right - you can use the 1715 on as many vehicles as you like, but ONE AT A TIME. Each vehicle to be tuned needs it's own Micro Tuner, you can't use one unit to go tune vehicle after vehicle.
To use it on another vehicle, you must first return the original vehicle that was tuned back to stock with the Micro tuner - that removes the "VIN lock" - then you can use it to tune a different F-150.
Sounds like Rich might have a good deal for you there, he's been a member here for a long time, so you might want to touch base with him & see if what he is offering will work for you.
