Question surface rust

I have some surface rust on my tube bumper. I was told they were notorious for this. The rust sort of formed a small bubble. Will it be safe to use a dremel type sander/ buffer or should I hand sand it? Then aplly a rust inhibitor, then touch it up with paint. If so, what grit should I start with? Any other suggestions of steps to take is appreciated.
thanks, Todd

Try to attack the bubble area itself without getting into any "good" area.

Rust like this is usually caused by a contaminant that was on the surface prior to the chrome plating. Several things could be responsible and improper pretreatment or flashrust between treatment and plating is proably it.

You'll probably want to remove the bubble and as much of the affected substrate as you can. Then apply any rust removing product with phosphoric acid in it, rinse, dry, and apply a metal primer to the area prior to touching up. Be careful since anything with phosphoric acid is pretty harsh to surrounding areas too.

This touchup will do for a while but this bubble thing will probably continue over time.
