Exclamation Concrete slurry removal

I thought my truck was so dirty because it has not been washed in months but it was actually concrete slurry on the lower panels.How can this be removed? I read online to spray white vinegar on it,lay paper towels over it then keep the paper towels soaked and keep them on there for 25 minutes. Any other ideas?

Question

I tried vinegar,WD-40,Scratch-X, rubbing compound,and nothing gets it off. I'm going to contact my insurance company tomorrow and see what my options are.I have State Farm with a 0 deductible on my comprehensive coverage.Does anyone know if it will be covered?
