Unhappy Help-coating on front bumper fading

I have a black 1998 F150 XLT extended cab 4WD. After 10 years the paint on the truck still shines well, but the front bumper is a different story. The bumper is chrome in the middle with a black top, I'm guessing painted plastic but I'm not positive. I tried waxing it with no luck and have been afraid to use polishing compound for fear of damaging the coating. Has anyone had success restoring the luster to a bumper like this?
Thanks,
Ken

Hard call, sight unseen, Ken.

Can you take some pics and post them so that we may get an idea of what you've got?

To me, it sounds like clearcoat failure....

The Black Again by Blackjack works OK for a couple months. Or you could just do a quick mask job and shoot a little rattle can paint on it. They have bumper paint but I usually just use regular stuff.
