Need advise on cleaning stainless steel tips

Guys I need some advise on what you guys are using to clean your stainless steel exhaust tips.

I clean and polish mine everytime I wash but I cannot seem to get all of the black residue off of the lower part of the round tips.

What is the black residue? Tar? Carbon?

I wash mine last thing, since they come out behind the tires. I use car wash soap. I throw a coat of wax on occasionaly.

0000 steel wool and bug and tar remover to clean, then polish and wax.
