Simple Green
I have the work truck package witht he black vinyl flooring and Simple Green works great to cleaN that. I just spray it on and wipe it off and it looks brand new again. I alos like to use it on my rubber floor mats.

Just do not use it on leather seats. I may also have diluted it incorrectly. My fault.

Don't use the stuff on painted surfaces!!! I once rented a 100+ year-old house and was surprised (and sued) after soaking the antique hardware with Simple Green - it removed every layer of paint ever applied! The hardware looked like new!!! Not the look the owner wanted in his city-certified historic building!
I only use Simple Green MAX for Auto, I don't mess with the other ones and I only use it to clean my RWL's.
And even after I do clean my RWL's with it I rinse them thoroughly with a high pressure hose.
Why you use that stuff on this inside again? I would have never thought about using it on the inside of my truck. Just the thought of what it can do to your interior gives me nightmares.

SG is a fantastic degreaser (obviously). I wonder if the paint was old oil-based stuff and that caused the rapid deterioration of the paint?

It's no older than a 2000 if it's a HD though... it should look good. I'll guarantee you this... it has *NO* wax on it. Further, I'm certain that he's stripping his paint of the vital oils and such to keep the clearcoat optically clear and, ultimately, will cause the clearcoat to become brittle and such.
