Sand it down very smooth with say 500 grit, follow up with 1000 grit, use Bulldog Adhesion promoter, Krylon fushion primer, Krylon Fushion satin or gloss black, and Dupli Color Acrylic Enamel.

Does the chrome have to be completely gone or just scuffed?

It's a long process and if you don't do it properly, it will chip and flake really bad. If I were you, I would go and buy a black H-bar grille and ave yourself the headache and effort.

There are a lot of trucks on this site that have chrome bumpers etc that have the black hbar - those trucks would look good with the chrome hbar... Maybe I will see if I can find anyone that wants to trade. Good idea - win win for us both!

Anyone want to trade?

Throw on a coat or two of Krylon Fusion and it will be better than new!
