Does r vinyl make brake light kit or do you have to by sheet and cut?

I realize this post is kinda old and was ressurected from the dead.. but you're probably wrong. Having a light bar doesn't make your tinted taillights legal. I dunno what the law is like in other states, but the Texas Penal code states that you must have 2 rear reflectors, and 2 working stop lamps. Lense covers (blackouts) are also prohibited.

Here's a quick summary of the Texas DPS laws on vehicle lighting.. obviously it would differ slightly from state to state.. but you get the idea
http://www.txdps.state.tx.us/vi/Misc/faq/lens.htm

All things considered.. My tail lights are obviously blackedout and illegal under the above standards.. but I've driven by and around plenty of cops and none seem to care or are willing enough to pull me over for that alone.. Mind you, my truck doesn't exactly "blend in", but I do drive the speed limit, so I'm guessing that helps..
